Since water was plentiful, the lawns were green all summer.

Nominative absolutes usually have a participle or participial phrase in them. Many times the participle ends with - ing. In the second sentences the nominative absolutes are "water being plentiful" and "the hurricane season being over". The dependent clause in the first sentence uses the conjunction "Since" to join it to the independent clause. This makes them rely on each other and not a nominative absolute.
