An assonance is a writing technique usually used in poetry wherein vowel sounds are repeated. In the passage from Samuel Taylor Coleridge's "Kubla Kahn", there is assonance between the words "fast" and "pants" which is the sound of the vowel "a". I think that the human sound that echoes in these lines is the gasping sound of a person who is out of breath.
