Numbered lists require that things be done in a certain order; checklists do not.

    Explanation:

A checklist is meant for you to track what is to be done and what is done already. Which is different in intent from a numbered list, which has a correct order for you to do the things in the list, and that's what the numbers on the list will indicate (the order in which you have to do the things on the list).
