Feste stops teasing Malvolio because he is encouraged to do so by Sir Toby.
Sir Toby believes that all this teasing has ruined his chances of getting together with Olivia, which is why he wants to get on her good side in order to convince her of being with him. This is why Feste has to find other ways to make fun of Malvolio, without actually teasing him.
