Select verb phrase. david should have been working on his homework, but couldn't resist watching tv.

    There are two verb phrases:

    "should have been working" is one verb phrase.

    The last one is "could, resist watching".

    Explanation: "Verb Phrases" are just word/s that support the "main verb".

    ("not" is not considered a part of a verb phrase!)
