    "New cry" used is that this is a white man's country and the white men must rule.

    Explanation:

    Ida B. Wells talks abut the discrimination done among the people of the black and the white community. The people who belonged to the black community were not given proper rights and there were discrimination against them. The blacks do not have rights with them, they do not have the right to vote also and can not exercise any kind of freedom or liberty.

    The men of the black community were making apologies for lynching for heinous crime that they committed. Where as the white men were not punished for crime like raping a woman also. So in the section, "New Cry", she meant that it is world of white and they will rule.
