    I believe this is True, history proves this time and time again. I will use Justinian of Constantinople as an example. After the Roman Empire fell he wanted to conquer all that was lost and he ended up destroying his own empire as result, Kings and noblemen have done the same and even your average person has no moderation in what they spend. So I believe people will always want more because they will adapt to what they have.
