    I would say the most positive change in our law enforcement system would be laws in place prohibiting discrimination against certain groups of people. This is because when women and people of color didn't have the same rights as everyone else, they didn't truly have a voice in America. The most negative change might be the criminalization of alcohol/prohibition since it didn't truly work, lowered morale of the american people, and was swiftly repealed.
