    The mayor is probably jealous that Dr. Thomas Stockmann made the discovery of a report on the pollution of the baths that he had sent off to his brother Peter Stockman, the mayor. The setting is in Dr. Stockmann's living room where his wife Mrs. Stockmann gives him a letter containing the report and a note that the mayor will come by to speak with the doctor. When the mayor arrives, he is upset that the doctor had conducted the investigation without telling him. The mayor feels that the doctor is out of control, and is an embarrassment to himself and the city. The Mayor seems much more concerned with his own public standing than with the safety of the people using the Baths.
