When I write about someone's past and I'm giving an example of what they were thinking, do I add quotation marks?

Ex. I began feeling very worried. Thoughts rushed in my mind. What if I don't get there in time? What if I don't find it?

vs

I began feeling very worried. Thoughts rushed in my mind. "What if I don't get there in time? What if I don't find it?"
