A common human reaction in the face of this tragedy would be to act emotionally. The queen could either get desperate and implore the king not to exile her, or angrily confront him. Taking into consideration his cruelty and assuming that he holds no regard for her, both scenarios would only result in unfortunate outcomes for the queen. While outwitting him the way she did, brought her a positive outcome, the reward (and it was probably the only way she would get one) !
