The rightly puctuated sentence is the last one:

    "When will the winter end?"

This one is the only one with the meaning and construction of an interrogative sentence, while the others had affirmative and imperative meaning and constructions.

Therefore, and considering that the others had the commas rightly inserted, all sentences, but the last, had the interrogation marks wrong.
