The conflict between Smiley and the stranger is the conflict within the frame story. The two have bet on whose frog can jump higher. Jim loses the bet because the stranger fills his frog with buckshot, but there isn't anything he can do about it. The conflict between the narrator and Wheeler is that the narrator is trying to continue on so he can find out about his friend, but Wheeler won't stop talking and tells him the story of Jim Smiley, who is not the friend he's inquiring after.
