    Answer

    The author uses mostly adjectives to describe a deserted city. This creates a sense of apocalyptical world in which the poetic voice is completely alone.

    Explanation:

    The description of the city reflects modern themes in the sense that it often questions whether there is a meaning of life or not. Also, it creates a sense of isolation which creates an environment of despair and loss, which is a characteristic of modernism.

    This is portrayed in the first stanza:

    Let us go then, you and I,

    When the evening is spread out against the sky

    Like a patient etherized upon a table;

    Let us go, through certain half-deserted streets,

    The muttering retreats

    Of restless nights in one-night cheap hotels

    And sawdust restaurants with oyster-shells:

    Streets that follow like a tedious argument

    Of insidious intent

    To lead you to an overwhelming question ...

    Oh, do not ask, "What is it?"
