A third person, omniscient narrator is a literary device that uses commentary to engage in the act of storytelling in a written text. It has the most commonly used narrator for centuries and it allows the author to describe not only the characters, events and the environments or locales, it provides all-encompassing perspective of their innermost thoughts and feelings and even the future events that will involve them and/or affect them (which is why it is omniscient and it knows it all about everything).

Since it is the voice of the author describing other fictitious characters, the author uses the third person singular he/she (and sometimes the third person plural) and this is why it is called a third person narrator as well.
