Read this quote from Stalin's speech:

As to part of our territory having nevertheless been seized

by German Fascist troops, this is chiefly due to the fact

that the war of Fascist Germany against the USSR began

under conditions that were favorable for the German

forces and unfavorable for the Soviet forces.

The rhetorical tactic which Stalin used in this speech was "Glossing over the negative"

    Explanation:

This speech is given by Joseph Stalin. He is trying to Gloss over the negative situation by making it unimportant and dealing with it very quickly. This speech is actually given at a time when War began between Nazi Germany, its allies and Finland against the Soviet union and its allies.

He is boosting the morale of his team by telling them that it is only the conditions, which are unfavorable. But actually his team is very strong and fighting strongly against the rival team. He is using a rhetoric tactic. Rhetoric means something said to impress others and to make them feel optimistic about the negative situation.

He is trying to say that, it is not the Germany that is strong but only the conditions are in their favor. So he tries to encourage every person of Soviet forces to stay positive and fight courageously.
