Giving a man a fish will feed him for a day, but teaching a man to fish will feed him for life.

It mean that you can do the work for someone and they wont succeed or you can teach them how to do it and they will be able to do it on their own. Here is how I se it you give a homeless man money for food and they may not buy food but if you show him how to get a job and then after that he may be able to buy his own food.
