    Explanation: Just to elaborate a little on the answer, it can be added that the Articles of Confederation, the United States' first constitution (1776-1789), suffered from having devised a virtually powerless central government, which was not granted the power to impose taxes. Instead, the central government had to ask the states for the money it needed, but the states often neglected to pay. As a result, during those years the federal government lacked the necessary funds to be succesfully run.
