What is not a way to create tension in a plot?

Assuming that this is referring to the same list of options that was posted before with this question, the correct response would be the one having to do with "introducing characters," since although this can introduce a small amount of tension depending on the way in which the characters are painted, a much more effective way to build tension is through plot development.
