It has been frequently remarked that it seems to have been reserved to the people of this country, by their conduct and example, to decide the important question, whether societies of men are really capable or not of establishing good government from reflection and choice, or whether they are forever destined to depend for their political constitutions on accident and force.

    Option aExplanation:

"Alexander Hamilton" believed in loose "interpretation of the Constitution". He wrote many papers on Federalism which ensured the ratification of Constitution. His ideas were opposed but he believed sternly that forming a government and handling it in Republic format would be the best way for the people.

He opposed slavery and all believed all are equal under law. Most people believe the "abolition movement" began in 1830's, but "New York Manumission Society" was formed in 1785 by Hamilton, to abolish slavery in New York and instrumental in doing so which changed the system of Constitution.
