    Japanese forces are nearing the United States coastline. This was a strategic quote to include. Roosevelt's entire speech is an effort to convince the American people that going to war was the best, in fact, the only, option. So he included a line about how Japan is closing in on the United States, hoping that Americans would be frightened into begging the government to fight back.
