Answer:cultural differences may be the issue here

Explanation:as neighbors we need to establish the right way to talk to the mother and if that is impossible try to find out more about their culture considering boys speaking in public and if they are visible signs of abuse a social worker can be called just to come over and observer or even talk to the child before we could file for a child abuse case.
