    Along the equator because it's warm.

    The answer is A. B doesnt work because the water's too cold near the poles for hurricane-like storms to form. C doesn't work because hurricanes do form in the pacific ocean, they're just called by a different name (typhoons). D doesn't work because hurricanes do form in the atlantic ocean
