The answer is D) Although many countries have low levels of development, several countries have higher than average development.

    Explanation:

The United Nations Development Program releases a report every year with the Human Development Index around the world. The Human Development Index is quantified by looking at a country's human development including healthcare, education and life expectancy. It's set on a scale from 0 to 1, in 4 different categories. 0 - 0.55: low human development; 0.55 - 0.70: medium human development; 0.70 - 0.80: high human development; 0.80-1.0: very high human development. Although no country in Africa is considered "very high human development", there are a few countries that have "high human development", most of them are not part of Sub-Saharan Africa, such as Argelia, Tunisia and Libya. However, there are others sub-saharan countries that have a HDI of 0.7 or above, such as Botswana (0.717), Gabon (0.702) and the Islands of Seychelles (0.79) and Mauritius (0.79)
