    Explanation:

    The clouds that are closer to the ground surfaces are considered to be warm clouds and those that are higher above are cool and cold clouds. And thus the clouds near the earth surface traps more heat and this is able to reflect back more of the energy potential. The cold clouds are high above and don't tarp as much as the heat from the sun.
