    D) The poorest countries contribute the least, but are impacted the most by climate change. I would say that this is the correct answer as evidenced by the suffering and devastation wreaked on the Caribbean islands by the hurricanes last fall which are mostly tiny countries without heavy industry and with few automobiles.
