    The statement that best describes what the Bill of Rights does for citizens’ rights is that It guarantees them. Having this rights, the citizens are free to do what they want but they must take reposibility in every action they make because there are always conseauences.

    The US Bill of Rights guarantees certain basic inalienable rights to the people of the US for freedom of expression, association, freedom of the press etc for example basic human rights while limiting the power of government to infringe these rights.
