    I believe the dam you are referring here is the "Three Gorges Dam." This dam was built in 2012 and since then, it was regarded as the largest power station in the world. It provide several benefits when it comes to generating electricity. Though it was originally meant to reduce the incidence of flooding (downstream), it resulted to flooding into the residents upstream. So, this ended in the relocation of around 1.4 million residents in China.

    For local citizens, the dam could be a treat to the nation's archeological sites. These areas are vital for studies, thus being affected by the dam would also have an indirect effect on people's research. This would also mean that more local citizens would be relocating in the future, since there will be no more reason to stay near the dam. As the government defended, people's relocation is just part of urbanization. This could probably hold true, as for now.
