The high tide appears on two places on the Earth in the same time, those two places are on the total opposite sides of the planet. In this case, when Georgia, USA, is the one that experiences high tide, another place in the world that would be experiencing high tide is the Indonesian islands in Southeast Asia.

The reason why the high tide appears at the two opposite sides of the planet at the same time is because of the Moon's gravity. The Moon's gravitational pull drags the water upwards, while it does that, the parts of the planet that from the Moon's perspective come on the sides, not on the focus, experience low tides. Because the water is becoming lower on those sides, and it is pushed sideways from there, part of that water goes towards the side that faces the moon, while part on the other opposite part of the planet.
