It must have been centralized because that level of technology requires organization and specialization, so part of the population works in agriculture and the rest is free to research and discover things. The second thing is that it means they were very powerful because these great buildings were not civilian dwellings. The rulers must have had the intimidation to convince the population to pour so much work into construction, often using religion to justify their positions in power.
