Why has there been little progress negotiating agreements between riparian countries and those in need of water?

No one wants to share limited resources.

Countries do not want to negotiate with historic rivals.

No one wants to agree to anything promoted by the United States.

Countries do not accept that they are in need of resources.

    I would say that this depends on the particular countries or countries in question, but the biggest and most probable cause is that No one wants to share limited resources.-water is precious and it's not very profitable to share.

    However, depending on the particular countries, historical conflicts can also play a role.
