    No, I don't think this is true.

    Child mortality can be caused by among others: general poverty, lack of education among women, insufficient adults to take care of them (so Adult mortality can have an influence on child mortality too).

    General poverty and lack of education in turn can be related to political instability, for example when there is a civil war.
