    The first option is incorrect because thats thetemperature of one day but climate is year round. The second option is incorrect because that is also talking about one week. Those are short peroids of time that wont discribe the years weather so therfore " In Saint Petersburg, annual temperatures average between 61°F and 83°F." is correct.
