The least industrialized regions of Europe are practically where the poorest countries are, so the lest industrialized are the western, central and eastern parts of the Balkans, and the central part of Eastern Europe. So in the Balkans we are talking about about Macedonia, Bulgaria, Serbia, Montenegro, Albania and Kosovo, and in in eastern Europe it's Ukraine, Moldova, and Belarus.
