    The Declarative theory of state also defines state similarly. It defines that a state is a sovereign state if it has a defined territory, a permanent population, a government and the capacity to enter into relations with other states.

    A state's recognition by the international community is not much emphasized by the international law to determine its sovereignty. However, the Constitutive theory of state does not define a state as sovereign if it is not recognized exclusively by the international community.
