    Stalin called for industrialization of the soviet economy. There was fear of war, which arose in 1927 and this left the soviets feeling a need for rapid industrialization. This would increase Soviet war making policies and potential and also to compete with the west. If war were to break out, the soviets would be fighting some western countries, which were the most industrialized nations in the world.
