    In November, the jet stream has been continually migrating south, allowing the mid-latitude westerlies to approach typical hurricane formation zones. This in turn creates extensive wind shear preventing convection from organizing into tropical storms. In addition, a shallower sun angle and less daytime heating allow the sea surface temperatures to cool below the threshold of 80F in most places. This is the water temperature deemed necessary for hurricane formation.
