    B) transnational firms

    Explanation:

A transnational firm is a company that has business in more than one country. They do not consider any country it national home. They are majorly, after making profit. And they can easily shift power through out the different arms for political purpose.

All other international organisation like the Greenpeace and United Nation are more concerned about the peoples need and are not after profits so, will consider the disruption of the ecosystem of the locals over money. Government and indigenous ethnic group will likely consider the disruption of the local system before embarking on a natural resources exploration except transnational firms.
