    In short, no they are not. False.

    Weather can be described as the atmospheric conditions that are present in a specific region over a "short" period of time, whereas climate relates to the way that the atmosphere within a specific region behaves over a "long" period of time. Think of the North Pole, for example. Everyone knows the North Pole is cold--but would we use weather to describe its temperature, or climate? Well, it's quite simple. As the atmospheric conditions present within the North Pole are generally always the same over long periods of time (cold), and not just cold for short periods of time, we would use climate to describe it.
