    Panama

    Explanation:

The oil is the most demanded fossil fuel in the world. This natural resources is what drives most of the economies in the world, so everyone want's to have it. The countries that have larger reserves of oil are functioning in two basic manners, some are nationalizing the oil reserves, while some are privatizing the oil reserves.

From the four countries o the list, only Panama has not been nationalizing its oil reserves. There are two main reasons as to why Panama has not not nationalized its oil reserves:

    - the United States have too big of a power over the country and its policies

    - the country doesn't have big oil reserves when compared to the other large producers of oil

The likes of Venezuela, Mexico, and Ecuador, on the other hand, have all nationalized their oil reserves. The main reason behind the nationalization of the oil reserves has been that the country owns the valuable natural resource, and that the profit from it should remain in the country.
