If you were a public official in the area around Mt. Vesuvius OR in Kobe, Japan, what steps would you take to ensure that people are safe from these natural disasters?

I would first get people to safety like local churches or shelters, evacuate everybody left, send out a team to find people trapped or underneath things, and also announce the rule that if anybody wants safety they have to leave now because if not we're not coming back to save you and I would do this because most people don't want to leave behind their material items so I want to clarify that to people so they know what's going to happen.
