Snow is better than flooding because flooding does more damage to our society. Plenty of accidents such as nuclear station shutdowns are caused by floods and other water-related disasters. Snowing, on the other hand, is only annoying since you have to go outside in the cold shoveling snow, only to find your driveway completely full of snow the next day.
