    D. To reduce tensions between Belgium's two main ethnic groups

    Explanation:

Belgium might seem from the outside as a country that has very good in every department, but there is something that actually threatens the country's existence as a whole. The country is divided on two federal parts. The division is made on ethnic basis. One part is the Dutch-speaking Flanders, while the other part is French-speaking Wallonia.

There are tensions between the two groups of people, and they actually want to have separate countries. In order for Belgium's unity as a country to remain in place, the government passed laws that decentralized the country. Basically, Belgium has a government for each of the two parts, there is a prime minister, president, and other governing bodies. This has managed to somewhat lower the tensions, as each part is self governing in many ways, but the future will tell if this will keep the country whole or not.
