The Texas Water Code Section 11.021 states that surface water includes all of the water under ordinary flow, tides and underflow of every flowing river, bay, lake, natural stream, arm of the Gulf of Mexico, floodwater, storm water or rain water of every canyon, ravine, river, natural stream, depression, and watershed in the state. In a year, Texans use almost 7 million acre feet and about 35% of this surface water use is for irrigation. Since its their one way to modify water resources.
