Before 1971, Britain served as the protector of the nine Trucial states including, Abu Dhabi, Sharjah, Dubai, Ajman, Ras al-Khaimah, Fujairah, Umm al-Qaiwain, Oman, and Bahrain. With the need to protect their lands, which are rich in oil, from other countries, they built a federation. This was with the exclusion of Oman and Bahrain because both prefered to work independently. The federation was led by leaders of Dubai and Abu Dhabi. Meetings were held in these countries to formulate policies, which later became the basis of United Arab Emirates' constitution. Later in 1971, they formed a federal state named United Arab Emirates (UAE).
