The person who is holding pots on one shoulder and a bundle on the other represents a migrant who has left his home country. He wants to settle down in another country and wants to start a new life but the Americans standing on the other side of the bridge are not letting him come and not welcoming him. They are telling him to go back to his own country and settle down there only which represented the immigration policy of the United States.
