    The Persian Empire under Darius and Cyrus, was an absolute monarchy. This pretty much means that the emperor had absolute power in the empire. The emperor's word was the law, and there was no other governing body that was limiting his power or controlling his behavior.

    Despite the Persian Empire being enormous during the period of these two rulers, with lot of different people under the rule of Persia, the emperors still managed to maintain an absolute monarchy, and they were giving their best to do so.

    The main reason behind this, apart from the apparent reasons for having ultimate power and wealth, were to be able to control the submitted people with fear. By having an emperor that has absolute power, the Persians were using the fear factor, so the local rulers of the other people were not daring to make a rebellion or confront the Persian rule, as they were going to face the emperor, and that was not ending up well.
