Why would europeans have to cooperate over use of rivers like the tagus, rhine, elbe, and danube?

The Europeans had to cooperate over use of the rivers because it was a way of transportation, and transported ton of cargo as well as having a connection to a larger body of water, such as the Atlantic Ocean, North Sea, and Black Sea.
