What relationship does President Eisenhower draw between events in the modern Civil Rights Movement and the goals of the United States in waging the Cold War?

I think his trying to connect that two through promotion of people's rights. Waging war for him is all about preserving civil liberties. The right to live and enjoy the priveleges of the state can only be attained when there are no dangers of beligerent coutries that are detriment to have these rights.
