    The answer would be : the one-child policy

    The one-child policy is the law to control rapid population in China, not rapid industrial Expansion. Enacted around 1978, The policy stated that the families who owned more than 1 child in his household would receive some punishments from the government which make a lot of families in China kill their own baby to avoid the punishment
